Individuals seeking access to and
notification of any record contained in
this system of records, or seeking to

When an individual is seeking records
about himself or herself from this
system of records or any other
Departmental system of records, the
individual’s request must conform to
the Privacy Act regulations set forth in
6 CFR part 5. The individual must first
verify his/her identity, meaning that the
individual must provide his/her full
name, current address, and date and
place of birth. The individual must sign
the request, and the individual’s
signature must either be notarized or
submitted under 28 U.S.C. 1746, a law
that permits statements to be made
under penalty of perjury as a substitute
for notarization. While no specific form
is required, an individual may obtain
forms for this purpose from the Chief
Privacy Officer and Chief Freedom of
Information Act Officer, http://
www.dhs.gov/foia or 1–866–431–0486.
In addition, the individual should:
• Explain why he or she believes the
Department would have information
being requested;
• Identify which component(s) of the
Department the individual believes may
have the information;
• Specify when the individual
believes the records would have been
created; and
• Provide any other information that
will help the FOIA staff determine
which DHS component agency may
have responsive records.
If an individual’s request is seeking
records pertaining to another living
individual, the first individual must
include a statement from the second
individual certifying his/her agreement

for the first individual to access his/her
records.
Without the above information, the
component(s) may not be able to
conduct an effective search, and the
individual’s request may be denied due

AGENCY:

In accordance with the
Paperwork Reductions Act (PRA) of
1995 the Department of Homeland
Security (DHS), U.S. Immigration and
Customs Enforcement (ICE) will submit
the following Information Collection
Request (ICR) to the Office of
Management and Budget (OMB) for
review and clearance. This information
collection was previously published in
the Federal Register on February 28,
2019, allowing for a 60-day comment
period. The purpose of this notice is to
allow an additional 30 days for public
comments.
DATES: Comments are encouraged and
will be accepted until May 29, 2019.

immigration emergency. This collection
of information allows for State or local
governments to request reimbursement.

respond: 10 responses at 30 minutes (.50
hours) per response.
(6) An estimate of the total public
burden (in hours) associated with the
collection: 300 annual burden hours.

AGENCY:

We, the U.S. Fish and
Wildlife Service (Service), have issued
the following permits to conduct certain
activities with endangered species. We
issue these permits under the
Endangered Species Act.

SUPPLEMENTARY INFORMATION: We, the
U.S. Fish and Wildlife Service (Service),
have issued permits to conduct certain

activities with endangered and
threatened species in response to permit
applications that we received under the
authority of section 10(a)(1)(A) of the
Endangered Species Act of 1973 (ESA;
16 U.S.C. 1531 et seq.)
After considering the information
submitted with each permit application
and the public comments received, we
issued the requested permits subject to
certain conditions set forth in each
permit. For each application for an
endangered species, we found that (1)
the application was filed in good faith,
(2) the granted permit would not operate
to the disadvantage of the endangered
species, and (3) the granted permit
would be consistent with the purposes
and policy set forth in section 2 of the
ESA.

The permittees’ original permit
application materials, along with public
comments we received during public
comment periods for the applications,
are available for review. To locate the
application materials and received
comments, go to www.regulations.gov
and search for the appropriate permit
