The Family Policy Compliance Office
(FPCO) reviews, investigates, and processes complaints of alleged
violations of the Family Education Rights and Privacy Act (FERPA)
and the Protection of Pupil Rights Amendment (PPRA) filed by
parents and eligible students. FPCO’s authority to investigate,
review, and process complaints extends to allegations of violations
of FERPA by any recipient of Unites States Department of Education
(Department) funds under a program administered by the Secretary
(e.g., schools, school districts, postsecondary institutions, state
educational agencies, and other third parties that receive
Department funds). This revision includes the addition of the PPRA
Complaint form that would allow parents to file a complaint. The
Department expects to receive more than 10 complaints under the
PPRA requiring approval.
