The information collection request is
for an extension of a currently approved information collection
(IC) under OMB control number 2132-0563 “Job Access and Reverse
Commute (JARC) Program. The JARC program was a competitive grant
program aimed at improving access to employment and employment
related activities for welfare recipients and low-income
individuals. Toward this goal, the Federal Transit Administration
(FTA) provided financial assistance for transportation services
that met the unique transportation needs of eligible low-income
individuals. The respondents were private non-profit organizations,
State or local governments, and operators of public transportation
services including private operators of public transportation
services. The program was repealed by Congress under the Moving
Ahead for Progress in the 21st Century (MAP-21) Act. However, JARC
activities are eligible for funding under two other FTA grant
programs, Urbanized Area Formula Grants (Section 5307) and the
Formula Grants for Rural Areas (Section 5311). This is a mandatory
collection of information as FTA must continue to collect
information under the program management stage until the period of
availability expires; the funds are fully expended; the funds are
rescinded by Congress; or the funds are otherwise reallocated.
Since being repealed, the number of respondents affected by this IC
will continue to decrease until all funds are expired. There are
currently 160 respondents with 361 open grants that are required to
continue reporting under the project management stage, with some
respondents have more than one grant in the system. The reports
required under this program are submitted on a quarterly and annual
basis. The reports are submitted to the program manager and contain
financial and project updates. Once there are no more open grants,
this IC will be discontinued.

The annual burden hours
decreased from 52,080 hours in the previous request to 3,971 hours
for the current request, representing a decrease of 48,109 hours.
The decrease is due to the decline in the open grants and the
amount of hours/effort to submit both FFR’s and MPR’s. As grants
reach the end of their project life cycle, there are less
activities occurring and therefore less information that needs to
be reported. In addition, since the activities have previously been
uploaded into the TrAMS system, the respondent is simply providing
a status on detailed project information that had previously been
submitted. The burden hours will continue to decrease until all
funds are expended and no reporting is required. This IC will be
discontinued at this point.
