T ITLE OF INFORMATION COLLECTION: Revisions to the Emergency Response Guidebook



PURPOSE:

The Emergency Response Guidebook (ERG) is used by emergency services personnel to provide guidance for initial response to hazardous materials incidents. Since 1980, it has been the goal of the Pipeline and Hazardous Materials Safety Administration (PHMSA) that all public emergency response vehicles (e.g., fire-fighting, police, and rescue squads) have immediate access to the ERG. To date and without charge, PHMSA has distributed more than 14.5 million copies of the ERG to emergency service agencies and developed free online and mobile apps to make the ERG more accessible. Since 1996, PHMSA, Transport Canada, and the Secretariat of Communication and Transport of Mexico have developed the ERG as a joint effort, with assistance of interested parties from government and industry, including the collaboration of CIQUIME of Argentina. The ERG2020 will be published in English, French, and Spanish.


Publication of the ERG2020 will increase public safety by providing consistent emergency response procedures for hazardous materials incidents in North America. To continually improve the ERG, PHMSA will be alerting interested parties of an open-ended method to relate their experiences using the ERG and recommendations for how it could be modified or improved.


DESCRIPTION OF RESPONDENTS:

The questions posed by PHMSA will be publicized in a Notice; request for input published in the Federal Register. This request for feedback will also be publicized through announcements to emergency responder associations during training and education seminars and during activities with State and local government agencies. For those commenters not responding to the Federal Register notice, PHMSA has established an e-mail address for interested persons to submit their feedback: [email protected].

TITLE OF INFORMATION COLLECTION: Provide the name of the collection that is the subject of the request. (e.g. Comment card for soliciting feedback on xxxx)


PURPOSE: Provide a brief description of the purpose of this collection and how it will be used. If this is part of a larger study or effort, please include this in your explanation.


DESCRIPTION OF RESPONDENTS: Provide a brief description of the targeted group or groups for this collection of information. These groups must have experience with the program.


TYPE OF COLLECTION: Check one box. If you are requesting approval of other instruments under the generic, you must complete a form for each instrument.


CERTIFICATION: Please read the certification carefully. If you incorrectly certify, the collection will be returned as improperly submitted or it will be disapproved.
