Two questionnaires will be used to collect information. One questionnaire will be completed by the Law Enforcement Liaisons (LELs), and a separate questionnaire will be used to collect information from the LELs' sponsors. The information requested in the two voluntary surveys were selected to improve NHTSA’s understanding of the various LEL models currently in use across the States. Information gained from the analyses of survey results will help NHTSA determine best practices and will assist in the selection of a few LEL programs for in-depth case studies. Determining best practices should lead to high levels of Law Enforcement Agency participation, increases in citations during grant-funded activities, reductions in traffic fatalities and injuries, and increases in observed seat belt use. This supports NHTSA’s mission to reduce the number of deaths, injuries, and economic losses resulting from motor vehicle crashes on the Nation's highways.

This is a one-time collection of information on the state LEL program. It was requested through the National Cooperative Research and Evaluation Program (NCREP) established under the Moving Ahead for Progress in the 21st Century Act (MAP-21), Subsection 402(c), which states that the Secretary, acting through the NHTSA Administrator, shall establish a cooperative program to research and evaluate State highway safety countermeasures.
