MEMORANDUM FOR DEFENSE PRIVACY AND CIVIL LIBERTIES OFFICE

SUBJECT: Justification for the Use of the Social Security Number (SSN) - AFNConnect
This memorandum is to satisfy the requirements established in the Department of
Defense Instruction (DoDI) 1000.30, "Reduction of Social Security Number (SSN) Use Within
DoD", to justify the collection and use of the SSN on the AFNConnect website.
AFNConnect is a system of records which validates the initial eligibility and confirms
continued eligibility of individuals who want to use an American Forces Network (AFN) satellite
decoder to receive AFN programming. Authority for the system is found in 10 U.S.C. 113, DoD
Directive (DoDD) 5122.05, DoDD 5105.74, and DoD Instruction (DoDI) 5120.20.
To obtain authorization to receive AFN programming, personnel must provide their DoD
ID number on the AFNConnect website. The AFNConnect system then uses automated methods
to access information about that individual from the Defense Enrollment Eligibility Reporting
Systems (DEERS) database, based on the DoD ID number. This DEERS information provides
the data needed to authorize or disapprove this person's use of an AFN satellite decoder.
Personnel who do not have a DoD ID number must enter their truncated SSN and date of birth.
This data allows retrieval of the DEERS data required to permit further processing of the
authorization request. The truncated SSN is not stored by the AFNConnect system but is only
used to assist in accessing data in DEERS. DEERS requires a DoD ID number or SSN for
computer matching to verify an individual's eligibility for benefits. These requirements are
consistent with the guidance for acceptable uses of the SSN as specified in DoDI 1000.30.
