SUBJECT: Non-substantive change request to recruitment of participating institutions for the Project LAUNCH Multi-Site Evaluation (0970-0373)

This non-substantive change request is to update our approach for engaging with institutions where we will recruit volunteers to complete the Parent Survey for the Project LAUNCH Multi-Site Evaluation (0970-0373). The proposed change will not increase the approved burden estimates. The number of respondents will remain the same. The changes are only to the sampling plan.

As approved in our original information collection request, we planned to conduct the following three surveys within 40 schools and 80 early childhood education centers (ECEs) across 20 communities (2 schools and 4 ECEs per community):

1) a school survey completed by administrators of elementary schools and ECEs;

2) a teacher survey completed by kindergarten teachers from the elementary schools; and

3) a parent survey completed by parent volunteers from schools and ECEs.

Due to the timing of recruitment and academic calendar, we were unable to gain cooperation from a sufficient number of elementary schools before the end of the school year. Thus, to obtain enough respondents for the parent survey, we are submitting this non-substantive change request to move parent recruitment to six ECEs per community, or a total of 120 ECEs. Although we plan to resume recruitment of elementary schools for the school and teacher surveys in the fall, once the school year begins, we cannot wait to collect data from parents due to the longitudinal nature of this study in conjunction with contract timing constraints.

The proposed change to recruit parents from 6 ECEs as opposed to 2 schools and 4 ECEs will not increase the burden estimates already approved. The number of respondents will remain the same; the changes are only to the sampling plan.

We have revised Supporting Statements A and B to reflect this change in sampling plan.
