Hi Wesley,
Thanks for the update and the information. I am including other members of the NCIPC IT Security Team and NCIPC
OMB on this response. Based on the information you provided both the Privacy Act and PII are not applicable. If you
haven’t already, please ensure that you reach out to Karen Angel, our OMB Coordinator to see what are the OMB
requirements.
I am some availability tomorrow or Tuesday if you’d like to schedule a conference call or feel free to email me any
additional questions you may have.
Very respectfully,
D. Wade, II

Subject: Confidentiality and Privacy Act Guidance
Good morning Danny,
I have a few questions around Assurances of Confidentiality, Certificates of Confidentiality, and Privacy Act Guidance for
a project that I am about to submit into STARS. We will be submitting a survey to 200 health systems, attached. It will
not be collecting any PII, and the individual who completes the survey on behalf of the health system will also remain
anonymous. In collaboration with AMGA, we will send a brief eligibility assessment to approximately 200 health systems
in early 2020 to understand the landscape of health systems and the levels/types of policies they have or are planning to
implement and the stage of implementation. We will briefly assess a sample of health systems across 45 states that are
AMGA members, a non-profit trade association representing more than 400 health systems with 175,000 full-time
equivalent physicians who deliver care to 120 million patients in the U.S. The respondents, based on AMGA’s
experience with who is best to answer the questions, is the VP of quality and safety or chief medical officer who
oversees ambulatory practices.
The feasibility assessment will include questions in the following domains:
• health system characteristics and structure (e.g., ownership, geography, size, integration)
• levels/types of chronic pain management policies they have or are planning to implement (e.g., opioid
prescribing, MAT for opioid use disorder)
• the stage of implementation of each policy/guideline or when they were implemented
• the primary strategies for implementing the polices/guidelines (e.g., policy only, training, education, incentives,
EHR and/or CDS tools, use of QI measures, ‘audit and feedback’, etc.
