EVV systems are mandated by Congress through Section 12006 of the 21st Century Cures Act. All systems must be implemented by January 1, 2020 for Personal Care Services (PCS) and January 1, 2023 for Home Health Care Services (HHCS). States can qualify for a good faith effort exemption, if necessary, which would extend these timeframes by one year. EVV systems are designed to improve the monitoring of payments and billing, increase safeguards of participant health information, and promote adequate delivery of services. State users of the Home and Community Based Services Quality & Fiscal Resources collaboration tool can complete the State Compliance Survey which is designed to assist States in complying with federal requirements.
To access the EVV State Compliance Survey select the State Compliance Survey link located on the EVV landing page. The State user is redirected to the State Compliance Survey page, which displays a dashboard for each survey (PCS and HHCS). If the survey has not been completed for that State, the status displayed is ‘Incomplete’. The State user can select Start Survey to begin the survey. State users can opt to leave the survey at any point by selecting Save & Continue Later. If the survey is not complete the status displayed is ‘Incomplete’. The State user can continue the survey by selecting Continue Survey. To complete the survey select Submit. Upon successful submission the status displayed is ‘Complete’. The State user can return to the survey and edit responses by selecting Update Current Response. Changes are not reflected until the State user selects Submit.
