Justification for No Material/Nonsubstantive Change (OMB No. 3135-0131)

This request for a Nonsubstantive Change is needed for the Arts Basic Survey to 1) shift the
originally approved 2019 assessment to 2020, and 2) double the sample for the 2020 assessment
by including both the approved AABS18 and AABS19 survey instruments and randomly have
individuals take one module or the other.
Part of the rationale for the change is that due to budgetary constraints, increases in costs for
work completed by the Census Bureau, and discussions with the Census Bureau on how to
decrease costs, we found that combining the 2019 and the 2020 assessments would result in a
substantial decrease in the overall budget compared to implementing them separating each year,
and doing this would not cost us in terms of trend analyses since originally the two assessments
were done on altering years but now would be done together.
