Thank you for your comments in response to the Quality Control Branch' s
inquiry on November 1, 2019, through the QC Technical Advisory Group,
regarding Office of Management and Budget (0MB) collection 0584-0074, FNS
380, Worksheet for the Supplemental Nutrition Assistance Program's (SNAP)
Quality Contro l (QC) Reviews.
In your comments you mentioned that thirty minutes for an interview time was
not reasonable and that it does not take into consideration time for a State QC
reviewer (SQCR) to travel to meet the household. You are correct in that the
current interview estimate does not include travel time, in fact it never has. In
determining the amount of time that is included in the burden, our office
excludes the fo ll owing: lag time between the time it takes for the State agency to
request verification from a household and the receipt of that information; travel
time to and from household interviews, since that will vary based on any given
SQCR' s location and the mutually agreed upon location; and the time for a
second party review to be done- all of this is, however, considered in the amount
of days a State agency is allotted for completing cases within 11 5 days . The
exclusion of the aforementioned items allow us to offer a more accurate estimate
for filling out the FNS 380 worksheet nationwide. Unfortunately, from the
suggestions you did make, we cannot determine how much burden time you
suggest is more accurate for comp leting the actual interactive household
interview and as such, we will be maintaining the proposed burden estimates.
We appreciate your comments and the time you took to provide us with your
feedback and hope that in the future, when these estimates are up for renewal
again you or your office will offer additional comments.
