We request to add a new question to assess all e-cigarette brands used by youth during the past 30 days. This question is modeled after existing question 40 (from 2019). However, the e-cigarette landscape is changing rapidly, resulting in re-evaluation of brands being included in this survey. As such, two brands (SMOK and Suorin) were added, and one brand (MarkTen) was removed. Finally, we will include a skip pattern after this quest. Respondents who only select one option to question 12 will skip to question 14. We request to reinstate a modified version of a question from 2018, based on feedback from our sister agency review of the 2019 NYTS OMB change package (recommendation to add this topic back for 2020 NYTS cycle). This question has been modified and simplified based on recent cognitive testing activities. Youth can use e-cigarette devices to vaporize a variety of substances. As additional states continue to legalize recreational use of marijuana among adults, access to this substance among youth may increase. Thus, it is important to monitor substances used in e-cigarettes among youth.

However, in 2017 and 2018, self-reported exposure to e-cigarette advertising in traditional channels (TV, retail, internet, print) declined among youth, while at the same time, use of e-cigarettes increased. We request to add a new question to assess sexual orientation among youth. Existing data show a clear patterns of higher tobacco product use among adults (NHIS) and high school students (YRBS) who identify as Lesbian, Gay, or Bisexual (LGB). However, the patterns and types of tobacco products being used among youth has changed in recent years. Thus, it is important to add this question in the NYTS to elucidate potential differences in knowledge, attitudes, and behaviors associated with tobacco product use among this population subgroup.
The Youth Risk Behavior Survey (YRBS) has assessed this exact question since 2015. The Division of Adolescent and School Health (DASH) did not report any instances where a school or district chose not to participate in the YRBS because this question was included in the survey. DASH also provides opportunities for schools/districts to participate contingent on the omission of specific questions; Since this question has been included on YRBS, no schools have requested to participate with this question removed. Furthermore, item level non-response for this question has been lower than the average item non-response across the survey for participating students (ex: 2017: 94.3% of participating students answered this question, compared to an average of 88.2% for all YRBS questions).
