Survey on the Use of Funds Under Title II, Part A – State Activities Funds

Justification for changes to Questions 1, 2, and 4.

Question 1 has been modified to include a table identifying amounts of Title II, Part A funds transferred to other programs, as well as other program funds being transferred to Title II, Part A. The addition of this table allows for a more accurate accounting of the total amount of Title II, Part A funds available to an SEA by accounting for any transfers in and out of the program. The adjusted amount will then be used to complete the table with activities (a) through (u).

Question 2 has been modified to remove the prompts “Building family and community engagement,” “Supporting students’ socio-emotional development,” and “Developing, supporting, and/or promoting charter schools” because these prompts inquired about activities that were not explicit statutory uses of Title II, Part A funds.

Question 4 has been modified to remove the phrase “Please note, nothing in this paragraph shall be construed to require any SEA or LEA to collect and report any data the SEA or LEA is not collecting or reporting as of the day before the date of enactment of the ESSA.” This is because this requirement, from ESEA section 2104(a)(4), applies only to question 5.
