This is an annual data collection of State Educational Agencies to fulfill the Congressional mandate to report to the Secretary of Education on how states are using Title II-A funds under the Every Student Succeeds Act. Data collection includes: 1) information about allocating funds transferred to and from the program consistent with flexibility provisions within ESSA; ii) uses of funds by allowable activities; and iii) evaluation results for SEAs that use Title II-A funds to implement a teacher, principal, or other school leader evaluation and support systems consistent with section 2101(c)(4)(B)(ii).
After receiving OMB approval (#1810-0711), the first round of data collection occurred during the summer of 2018. Data on questions 4 and 5 related to evaluation and support systems were largely missing. IES learned that most states do not receive this information from their districts until later in the year. State coordinators indicated that they would be able to supply the information with a year lag, however. Therefore, IES would like to adjust the survey to collect questions 4 and 5 with a year lag. See attached for a copy of the survey in track changes indicating the proposed changes.
I would be happy to have a conversation with OMB or to answer any questions. I would appreciate hearing back as soon as possible.
Sincerely,
Betsy
