SUBJECT: Bureau of Industry and Security (BIS), Office of Technology Evaluation Support Kick Off Letter
I. Request the support of tile Bureau of Industry and Security (BIS), Office of Technology Evaluation in the
initiation of steps to secure a future, multi-year, comprehensive supply chain network assessment of'U.S, Air Force
systems supported by the 448 SCMW.
a)

The principal goal of this joint effort is to gain a better understanding of the commercial supply network
which interacts with critical maintenance, repair and overhaul activities.

b) The 448 SCMW is headquartered at Tinker Air Force base in Oklahoma City, OK, and will be the unit
responsible for coordinating this effort. This virtual organization has facilities at three U.S. Air Force
Basest.Tinker, Hill, and Warner Robins, ,.0
2. The proposed BIS survey and assessment would cover prime contractor, subcontractor and lower tier
organizations supporting V.S. Air Force systems including aircraft aircraft engines, space and communication
systems, and subsystems.

' a) Topics to be addressed would include supply cllain deficiencies; manufacturing capabilities, surge
responsiveness, foreign sourcing/dependencies, financial performance, strategic and specialty materials,
workforce issues and other mutually agreeable subjects.

3. For the purpose of conducting this ground breaking cooperation, the 448 SCMW is prepared to enter into an
interagency agreement with BIS with the intent to secure tile necessary funding and technical support as needed to
fully implement a future execution agreement. This -isa priority project for the.448 SCMW as our joint cooperation
will enhance national security by lowering sustainment costs and improving the readiness of the Air Force systems
utilized by the wartighter.
