IMLS is requesting a change to a previously approved clearance in order to update the survey forms and instructions. This updated grant program clearance is requesting the same expiration date of 07/31/2018.


Request abstract:


The information collection in this package includes the surveys and instructions to conduct a meta evaluation of the IMLS Community Catalyst Initiative (CCI) cohort model and program design. This is a request for approval of a non-substantive change that consists of refinements to the local surveys now that the project has begun.



Justification for the Change


As the evaluation team anticipated when the initial information collection request was submitted for approval, the process of developing the analytic rubric, which requires the clarification of the ideas about what “sufficient” progress on theorized outcomes looks like, led to a desire to do some refinements to the surveys. In the Change Document Matrix and the two new surveys submitted, the proposed refinements, including the relevant outcome and indicator, the original version of the item (if applicable), the new version of the item (if applicable) and the rationale for the proposed change are noted. Many of the proposed refinements are deletions, indicated by the word “None” in the “New Item” column. There are no new items proposed, though some new explanatory content.


The respondent burden should remain the same.
