This information collection is
necessary for SBA to meet requirements imposed by Section 853(c) of
the National Defense Authorization Act for Fiscal Year 2018 (NDAA
2019), Pub. L.115-232 , which requires the SBA to study the level
of participation by intermediaries that are eligible to participate
in the Agency's Microloan Program. The survey will explore ways to
encourage increased participation in the microloan program, and
also decrease the costs associated with participation.

Participation (New Collection of Information) The Small Business
Administration (SBA) is requesting emergency processing of the
attached new information collection , SBA Study of Microenterprise
Participation. Under Section 853(c) of the John S. McCain National
Defense Authorization Act for Fiscal Year 2019 ( Pub. L. 115 -232),
SBA is required to conduct a study of microenterprise participation
in the Agency ' s Microloan Program, and submit a report with its
findings and recommendations to the Committee on Small Bus iness
and Entrepreneurship and the Committee on Small Business not later
than August I3 , 2019. SBA published the public comment notice
required by 5 CFR I 320.5(a)(i)(iv) on March 4, 2019 , at 84 FR
7411 . However, SBA has determined that use of the other normal
clearance procedures, including publishing the 30-day comment
notice, and the usual 0MB review time is reasonably likely to cause
the statutory deadline to be missed. During the recent
post-shutdown period the program office had to devote more of its
limited resources than anticipated to restoring loan and grant
activities and resolving reimbursement and other issues . As a
result, the Agency is now in danger of not being able to carry out
the statutory mandate to report to Congress in a timely manner.
Therefore, to provide SBA with adequate time to conduct the surve
y, evaluate the res ul ts, and prepare the repo rt, SBA requests
that 0MB review and approve the attached information collection by
May 20, 2019. We appreciate your consideration of this request.
