The Butte County Association of Governments (BCAG) owns and operates the Butte Regional Transit System in Butte County. This project
funds BCAG/Butte Regional Transit operations in Butte County Urbanized Area (the UZA) for the Fiscal Year ending June 30, 2019 (07/01/18 06/30/19).
The FTA Section 5307 Operating and Capital Assistance grant application is for the FTA FFY2019 apportionment of $2,389,182. The requested
federal operating assistance is part of the 2018/2019 operating year budget of $5,616,919. The local share is programmed through the
Transportation Development Act Funds.
The FTA Section 5307 funds request represents 50% of the eligible costs, or net project cost, for this program. BCAG’s Resolution #2017/18 –
27 Final 2018/19 B-Line Service Plan & Budget, approved on May 24, 2018, identifies 5307 funding for operating and capital expenses. The
FFY 2019 Section 5307 formula funding in the amount of $2,389,182 will be used in the Butte County Urbanized Area for the following projects:
1. FFY 2019 Section 5307 Urbanized Area Formula funding in the amount of $2,333,238 for Operating Assistance;
2. FFY 2019 Section 5307 Urbanized Area Formula funding in the amount of $55,944 for Capital Assistance to purchase security and
surveillance equipment of publicly-owned assets and infrastructure at the new Butte Regional Transit Administration Building

BCAG will follow all 3rd party procurement policies as defined in FTA’s Circular 4220.1F (Third Party Contracting Guidance). BCAG will ensure

Project Description

Project Benefits
Butte Regional Transit (B-Line) provides public transit service in Butte County. Twenty routes travel locally in Chico, Oroville and Paradise, and
also connect communities throughout Butte County. B-Line operates seven days a week, excluding selected holidays, offering a combination of
local & regional fixed route service and demand response.
B-Line operates its services with a fleet of 36 fixed route vehicles, ranging in size from 30-40 feet, with capacity ranging from 40-60 passengers.
The Paratransit fleet consists of 31 vehicles, with a seating capacity of 18 passengers. The majority of the fixed routes operate Monday-Friday
on either 30 or 60 minute headways, with one route as frequent as 20 minute headways during peak service. Two of the intercity connectors
provide morning and evening commuter service. Half of the routes operate Saturday service, with most headways running either 60 or 120
minutes (and one route as frequent as 30 minutes). Sunday service has two routes with 120 minute headways connecting the three largest
incorporated cities in the county. Fixed route service runs from 5:50 a.m., until 10:00 p.m. weekday. Saturday service operates from 7:50 a.m. –
7:00 p.m., while Sunday service runs from 7:50 a.m. – 6:00 p.m.
Butte Regional Transit is operated by the Butte County Association of Governments (BCAG). BCAG assumed the day-to-day planning
responsibilities for the six different public transit systems (operated by the cities and county) in 2001. In 2005, the various systems consolidated
operations under BCAG and B-Line service began in July 2005. From the time B-Line began service through the end of FY 2017/2018, Butte
Regional Transit System (Fixed Route & Dial-A-Ride) ridership has seen a modest decrease, with 1,151,478 trips provided in FY 2017/2018.
The strong long-term growth in ridership reflects many improvements that have been implemented over the years. These include, but are not
limited to: building the new Butte Regional Facility; building transit centers in both Chico and Oroville; installing schedule/map holders at every
stop (over 500 system wide); creating a proactive shelter installation program; installing GFI FastFare Fareboxes on the entire fleet; installing
security cameras on every vehicle (with up to nine cameras per bus); installing AVL/GPS on the entire fleet, allowing for real time tracking and
data collection; implementation of B-Line Mobile App & Mobile Payment/Fare Collection; conducted (and implemented the findings from) a
comprehensive Market Based Study; implementing zero-emission and low-emission transit vehicles into the Butte Regional Transit’s fleet;
implementing PEV charging stations with-in Butte County; installation of Solar Infrastructure at the Butte Regional Transit Operations Center
(BRTOC; maintaining active public outreach and where possible implementing passenger suggestions. BCAG has also applied for multiple
state and federal grants to purchase zero-emission battery electric buses, which is anticipated to increase ridership due to the novelty of a new,
more sustainable form of transportation in Butte County. Additionally, BCAG applied for a grant through the California Department of

Transportation to create a mobile ticketing application, allowing riders to purchase tickets on their smartphones. Mobile ticketing is likely to
reduce boarding times as visual validation by drivers will not be necessary, therefore, encouraging more people to enjoy the improvements of
the B-Line system.

Award Executive Summary: The Butte County Association of Governments (BCAG) owns and operates the Butte Regional Transit System in
Butte County. This project funds BCAG/Butte Regional Transit operations in Butte County Urbanized Area (the UZA) for the Fiscal Year ending
June 30, 2019 (07/01/18 - 06/30/19).

The FTA Section 5307 Operating and Capital Assistance grant application is for the FTA FFY2019 apportionment of $2,389,182. The requested
federal operating assistance is part of the 2018/2019 operating year budget of $5,616,919. The local share is programmed through the
Transportation Development Act Funds.
The FTA Section 5307 funds request represents 50% of the eligible costs, or net project cost, for this program. BCAG’s Resolution #2017/18 – 27
Final 2018/19 B-Line Service Plan & Budget, approved on May 24, 2018, identifies 5307 funding for operating and capital expenses. The FFY
2019 Section 5307 formula funding in the amount of $2,389,182 will be used in the Butte County Urbanized Area for the following projects:
1. FFY 2019 Section 5307 Urbanized Area Formula funding in the amount of $2,333,238 for Operating Assistance;
2. FFY 2019 Section 5307 Urbanized Area Formula funding in the amount of $55,944 for Capital Assistance to purchase security and surveillance
equipment of publicly-owned assets and infrastructure at the new Butte Regional Transit Administration Building
BCAG will follow all 3rd party procurement policies as defined in FTA’s Circular 4220.1F (Third Party Contracting Guidance). BCAG will ensure
contractors procured will not be on the FTA Suspension and Debarment list.
Research and Development: This award does not include research and development activities.
Indirect Costs: This award does not include an indirect cost rate.
Suballocation Funds: Recipient organization is the Designated Recipient and can apply for and receive these apportioned funds.
Pre-Award Authority: This award is using Pre-Award Authority.
