Type of Review: Extension of a
currently approved collection.
Abstract: The authorizing statute for
this data collection falls under 31 U.S.C.
3701 and Public Law 104–134, Section
31001, Debt Collection Improvement
Act of 1996. The mission of the
Nationwide Vendor File Division of the
Department of Veterans Affairs—
Financial Services Center (VA–FSC) is
to add, modify, or delete vendor records
in the Financial Management Services
(FMS) vendor file. The VA–FSC FMS
vendor file controls aspects of when,
where, and how vendors are paid. There
are currently more than 2.4 million
active vendor records in FMS.
The VA–FSC Vendor File Request
Form, VA Form 10091, was previously
created to streamline the data required
to establish a vendor record from
multiple sources into a single form. The
VA now seeks a routine three-year
extension of the previous OMB PRA
clearance for this form. VA Form 10091
will be used throughout the VA to
gather essential payment data from
vendors (commercial, individuals,
Veterans, employees, etc.) to establish or
update vendor records in order to
process electronic payments through the
ACH network to the vendor’s financial
institution.
An agency may not conduct or
sponsor, and a person is not required to
respond to, a collection of information
unless it displays a currently valid OMB
control number. The Federal Register
Notice with a 60-day comment period
soliciting comments on this collection
of information was published at 84 FR
194 on October 7, 2019, page 53571.

Estimated Annual Burden: 37,500
hours.
Estimated Average Burden per
Respondent: 15 minutes.

ACTION: Notice of a new system of
records.
AGENCY:

The purpose of this new
system of record is to gather and
maintain information on small
businesses owned and controlled by
Veterans, including service-disabled
Veterans, to enable them to effectively
compete for Federal contracts, as well as
working with the Small Business
Administration in its provision of
services to Veteran-owned businesses
under the Veterans Entrepreneurship
and Small Business Development Act of
1999.
DATES: Comments on this new system of
records must be received no later than
30 days after date of publication in the
Federal Register. If no public comment
is received during the period allowed
for comment or unless otherwise
published in the Federal Register by
VA, the new system of records will
become effective a minimum of 30 days
after date of publication in the Federal
Register. If VA receives public
comments, VA shall review the
comments to determine whether any
changes to the notice are necessary.
