SAMSHA may use the non-substantive change mechanism to 1) incorporate the results of testing and 2) to modify existing questions for use in 2021, including those designed to add depth/additional detail and cycle in and out methodological modules that have been used in the past years (with modest updates). If new supplemental modules, new questionnaire instruments, or modifications to the sample or recruitment methods (other than those tested in the Field Test) are anticipated, a full revision of the ICR package must be submitted to OMB.

The NSDUH (formerly the National Household Survey on Drug Abuse) is a survey of the civilian, noninstitutionalized population of the United States, age 12 and over. The data are used to estimate the prevalence of cigarette, alcohol and illicit drug use, and abuse of licit drugs. Results are used by SAMHSA, ONDCP, and other Federal agencies and other researchers and organizations to establish policy, direct program activities, and better allocate resources.

Currently, there are 79,851 total burden hours in the OMB inventory. SAMHSA is requesting 81,882 burden hours for the main study. The inclusion of the additional questions on vaping and synthetics for 2020 will not result in a significant increase in main study respondent burden because these questions are closed-ended which typically take an average 10 seconds to administer, so most respondents will only see a minor increase. Additional information regarding changes in burden for the 2020 Clinical Validation Study is included in 2019 OMB addendum – CVS memo and for the 2020 Field Test is included in the 2019 OMB addendum – FT memo.
