NOTICE TO LESSEES AND OPERATORS OF FEDERAL OIL AND GAS LEASES
IN THE PACIFIC OUTER CONTINENTAL SHELF REGION
Bottomhole Pressure Surveys
Bottomhole Pressure (BHP) surveys are vital in determining the condition of reservoirs. Your role
in monitoring bottomhole pressures is critical. This Notice to Lessees and Operators (NTL)
reminds you of your responsibility to conduct annual BHP surveys for active reservoirs in the
Pacific OCS Region. This NTL also reminds you that the authority for collecting BHP surveys is
with the Bureau of Ocean Energy Management (BOEM). The regulation that governs requirements
for BHP surveys can be found in 30 CFR Part 550 Subpart K- Oil and Gas Production
Requirements at 30 CFR 550.1153. This NTL supersedes NTL No. 2009-P02, entitled "Bottomhole
Pressure Surveys."
As stated in 30 CFR 550.1153, if you have a reservoir with three or more producing completions,
then you must conduct static BHP surveys annually in a sufficient number of key wells to establish
an average reservoir pressure. For all active reservoirs in the Pacific OCS Region, the BOEM
Regional Supervisor has established that a minimum of three producing completions should be
surveyed annually. BOEM reserves the right to request BHP surveys on specific wells.
The results of your BHP surveys must be submitted to BOEM within 60 days after the date of
survey. To submit BHP survey results, BOEM requires the use of Form BOEM-0140, Bottomhole
Pressure Survey Report, which is available at: http://www.boem.gov/About-BOEM/ProcurementB usiness-Opportuni ties/BOEM -OCS-Operation-Forms/BOEM -OCS-Operation-Forms.aspx. BHP

Guidance Document Statement
BOEM issues NTLs as guidance documents in accordance with 30 CFR 550.103 to clarify and
provide more detail about certain BOEM regulatory requirements, and to establish a clear and
consistent approach for complying with those requirements. However, if you wish to use an
alternate approach for compliance, you may do so, but only after you receive approval from the
appropriate BOEM office in accordance with the requirements of30 CFR 550.141.
Paperwork Reduction Act of 1995 Statement
The information collection referred to in this notice are requirements contained in 30 CFR Part 550,
Subpart K. The Office of Management and Budget (OMB) approved the information collection
requirement in these regulations and assigned OMB control number 1010-0114. This NTL does not
impose any additional information collection requirements subject to the Paperwork Reduction Act
of 1995.
