Abstract: The Commission requires Tier 1 LECs to provide expanded opportunities for third-party interconnection with their interstate special access facilities. The LECs are permitted to establish a number of rate zones wihtin study areas in which expanded interconnection is operational. In the Fifth Report and Order in CC Docket No. 96-262, the Commission allows price cap LECs to define the scope and number of zones within a study area. These LECs must file and obtain approval of their pricing plans which will be used by FCC staff to ensure that the rates are just, reasonable and nondiscriminatory.

Short Statement: In this submission to OMB, there are decreases/adjustments to the total respondents/total annual responses from 17 to 13 (-4), the total annual burden hours from 816 to 624 hours (-192) and to the total annual costs from $14,365 to $12,480 (-$1,885). These decreases are due to the Commission making a correction to its figures from the previous submission to OMB. There are no program changes.
