Non-substantive Change Request

(0535-0213) Agricultural Survey – September 1, 2018

NASS is currently approved to conduct quarterly Agricultural Surveys. In September the focus of the questionnaire is on small grains (wheat, rye, barley, and oats) production. Currently the questions related to the Winter Wheat and Spring Wheat crops, focus on three primary sub-groups (Hard Red, Soft Red and White). NASS would like to expand this out to separate the White Wheat into Hard White and Soft White.

There will be no changes to the target population or the sample size.

If harvest is not complete, make your best estimate of acres and total production.

In addition, slight wording changes have been added to the questions in the new version to add clarity.

The states that irrigate will continue to ask for data for both irrigated and non-irrigated crops, while the non-irrigated states will continue to ask for the combined data as displayed above.

These non-substantive changes will cause a slight increase in respondent burden to the September quarterly questionnaire. Currently the questionnaire is estimated to take 20 minutes for the average farm operator to complete the questionnaire. These changes are estimated to increase the average respondent burden to 25 minutes. With this increase in burden of 5 minutes it is estimated to add 3,500 hours of burden, raising the total burden for this docket to 171,842 or roughly a 2 percent increase.
