The Gun Control Act requires that each
person applying for a Federal Firearms License (FFL) change of
address, must certify compliance with the provisions of the law for
the new address. The Application for an Amended Federal Firearms
License - ATF F 5300.38, is used by existing Federal Firearms
licensees to change the business address of the license and certify
compliance. Licensees are required to notify ATF about the intent
to move any business premises no later than 30 days prior to the
intended move.

The adjustments associated with
this information collection includes a reduction in the number of
submissions from 18,000 in 2016, to 10,000 currently, based on data
pulled from the Licensing Center’s database. Consequently, both the
total cost and hourly burden has reduced from $4,230 to $2,500 and
9,000 to 5,000 hours respectively. Previous estimates may have been
over stated due to inability to track specific application
statuses.
