These paperwork submissions described
herein are those used to fulfill the requirements of the Coastal
Zone Management Act (CZMA), 16 USC 1456, et. seq., and its
implementing regulations that federal actions be consistent with
the policies of state coastal management programs. Reviews of
federal actions are conducted by states in accordance with the CZMA
regulations. NOAA does not have a role in the review process except
in deciding requests by states for approval to review federal
actions in certain circumstances, and where a federal license or
permit applicant appeals a state objection to the Secretary of
Commerce who has delegated decision-making authority to NOAA for
appeals. Information submitted to states is used by the states to
determine the consistency of federal agency activities, federal
licenses and permits, and federal financial assistance to states
and local governments with state policies. The information is not
submitted to NOAA.
