The Council will receive staff reports
including the Executive Director’s
Report and updates on the MyFishCount
recreational reporting pilot program.
Updates will be provided by NOAA
Fisheries including a report on the
status of commercial and recreational
catches versus ACLs for species not
covered during an earlier committee
meeting, data-related reports (for-hire
amendment and bycatch), protected
resources, and a presentation on the
status of the of the Commercial
Electronic Logbook Program. The
Council will discuss and take action as
necessary.
The Council will review any
Exempted Fishing Permits received as
necessary and review proposed changes
to the Florida Keys National Marine
Sanctuary and take action as
appropriate.
The Council will receive reports from
the following committees: Snapper
Grouper; Mackerel Cobia; Dolphin
Wahoo; Shrimp; SEDAR, Advisory
Panel Selection; Citizen Science;
Executive Finance; and Personnel. The
Council will take action as appropriate.
The Council will receive agency and
liaison reports; and discuss other
business and upcoming meetings and
take action as necessary.

available from the Council office (see
ADDRESSES).
Although non-emergency issues not
contained in this agenda may come
before this group for discussion, those
issues may not be the subject of formal
action during this meeting. Action will
be restricted to those issues specifically
identified in this notice and any issues
arising after publication of this notice
that require emergency action under
section 305(c) of the Magnuson-Stevens
Fishery Conservation and Management
Act, provided the public has been
notified of the Council’s intent to take
final action to address the emergency.

I. Abstract
This request is for the renewal of a
current information collection.
The Magnuson-Stevens Fishery

(Magnuson-Stevens Act) authorizes the
Gulf of Mexico Fishery Management
Council (Council) to prepare and amend
fishery management plans (FMPs) for
any fishery in Federal waters under its
jurisdiction. NMFS and the Council
manage the commercial shrimp fishery
in Federal waters of the Gulf of Mexico
(Gulf) under the FMP for the Shrimp
Fishery of the Gulf.
Owners or operators of vessels
applying for or renewing a commercial
vessel permit for the Gulf shrimp fishery
must complete an annual Gulf Shrimp
Vessel and Gear Characterization Form.
NMFS provides the form to each permit
holder in January each year, and the
form is due to NMFS prior to the
submission of a permit application for
renewal or transfer. Compliance with
this reporting requirement is required
for permit issuance and renewal. The
regulations for the Gulf Shrimp Vessel
and Gear Characterization Form may be
found at 50 CFR 622.51(a)(3).
Through this form, NMFS collects
census-level information on fishing
vessel and gear characteristics in the
Gulf shrimp fishery to conduct analyses
that will improve management decisionmaking in this fishery. In addition, these
analyses ensure that national goals,
objectives, and requirements of the
Magnuson-Stevens Act, National
Environmental Policy Act, Regulatory
Flexibility Act, Endangered Species Act,
and Executive Order 12866 are met; and
quantify achievement of the
performance measures in the NMFS’
Operating Plans. This information is
vital in assessing the economic, social,
and environmental effects of fishery
management decisions and regulations
on individual shrimp fishing
enterprises, fishing communities, and
the nation as a whole.
There have been minor adjustments to
responses and burden. As of August 29,
2019, there are approximately 1,410
vessels with valid or renewable permits
in the Gulf shrimp fishery. The slightly
fewer number of vessels has resulted in
adjusted estimates of total burden hours
and costs as noted below in Section III.
NMFS mails a paper copy of the form
to respondents and also provides a prepaid business reply envelope for permit
applicants to submit the form. Permit
applicants must complete and mail the
form back to NMFS before a permit
expires and before NMFS will issue or
transfer a permit.

I. Abstract
The National Oceanic and
Atmospheric Administration (NOAA)
collects vessel license, vessel
registration, catch, and unloading
information from operators of U.S. purse
seine vessels fishing under the
provisions of the Treaty on Fisheries
between the Governments of Certain
Pacific Island States and the
Government of the United States of
America (Treaty). The Treaty provides
access for U.S. purse seine vessels to
fish in the exclusive economic zones
(EEZs) of Pacific Island Parties to the
Treaty (PIPs). The PIPs include
Australia, Cook Islands, Federated
States of Micronesia, Fiji, Kiribati,
Marshall Islands, Nauru, New Zealand,
Niue, Palau, Papua New Guinea, Samoa,
Solomon Islands, Tonga, Tuvalu, and
Vanuatu. This collection of information
is required to meet U.S. obligations
under the Treaty.
The South Pacific Tuna Act of 1988
(16 U.S.C. 973–973r) and U.S.
implementing regulations (50 CFR part
300, subpart D) authorize the collection
of information from U.S. purse seine
vessels fishing in the EEZs of PIPs under
the Treaty. Vessel operators must
submit annual vessel license and
registration (including registration of
vessel monitoring system (VMS) units)
applications and periodic written
reports of catch and unloading of fish
from licensed vessels. They are also
required to ensure the continued
operation of VMS units on board
licensed vessels, which is expected to
require periodic maintenance of the
units. The information collected is
submitted to the Pacific Islands Forum
Fisheries Agency (FFA) through the U.S.
