DOL issues an annual list of Labor Surplus Areas (LSA) to be used by federal and state entities in a number of actions such as procurement and property transfer. The annual LSA list is updated during the year based upon petitions submitted to DOL by State Workforce Agencies requesting additional areas for LSA certification. This collection provides the processes by which States can submit petitions for additional LSA certification.
