MSHA personnel, mine operators, independent contractors, miners, state
grantees, MSHA qualified and certified persons and approved instructors
should apply for a MIIN. MIINs will be substituted for social security numbers,
eliminating the need to provide social security numbers on documents
submitted to MSHA.

Privacy Act Notice
This is Privacy Act of 1974, as amended, information and is protected as
provided in the system of records notice (SORN), DOL/MSHA-1, Mine Safety
and Health Administration Standardized Information System (MSIS). Privacy
Act of 1974; Publication in Full of All Notices of Systems of Records, Including
Several New Systems, Substantive Amendments to Existing Systems,
Decommissioning of Obsolete Legacy Systems, and Publication of Proposed
Routines Uses, 81 FR 25766, 25812-15 (2016). Under 31 U.S.C. 7701(c),
MSHA uses this information to assign a unique identifier to each individual,
who will be doing business with the agency. MSHA approves, qualifies, or
certifies miners and others for work such as instructors, electricians, and Part
90 miners.
The information collection includes Privacy Act material, which is covered
under "Computer Security Guidelines for Implementing the Privacy Act of
1974". It is also covered under OMB Circular A-130, Management of Federal
Information Resources Computer Fraud & Abuse Act of 1986, DLMS- Chapter
800- Network Operations and LAN Management, DLMS - Chapter 1500Privacy Policy on Data Collection over DOL Web Sites, Federal information
Security Management Act (FISMA) of 2002, Title III [Public Law 107-347] as
part of the E-Government Act of 2002.
