In accordance with 5 CFR 1320, the information collection is approved for three years. OMB reminds the Agency to consult with up to nine outside entities at least once every three years, even if the collection of information has not changed. Prior to submission of the next ICR renewal, OMB requests that the Agency further upgrade the permit application renewal process to allow renewals for more permits online. Prior to submission of the next ICR renewal, OMB also requests that the Agency evaluate the relevant U.S.C. and C.F.R. text, consider what data fields are mandated by these authorities or otherwise essential for program function, and eliminate any unnecessary data fields from the forms.

Participants in the federally-regulated fisheries in the U.S. exclusive economic zone (EEZ) of the Caribbean, Gulf of Mexico, and South Atlantic are required to obtain Federal permits under the existing permit program for the specific fishery management plans of each region. The National Marine Fisheries Service (NMFS) needs information from the applications and associated data collections to identify fishing vessels, dealers, and participants, as well as properly manage the fisheries and generate fishery-related data. The proposed changes to this collection involve a number of administrative changes to specified application forms
