NCI Cancer Prevention Fellowship Program Application System

This is a request for OMB to approve a non-material/non-substantive change to the NCI’s Cancer Prevention Fellowship Program’s (CPFP) Application System, a previously approved sub-study under 0925-0761 with a NOA approved date 09/13/2019.
The CPFP is proposing to update the field that collects race/ethnicity information from applicants in our Fellowship Application System in order to bring it into compliance with the information collected on the U.S. Office of Personnel Management Guide to Personnel Data Standards form, “Standard Form 181 – Ethnicity and Race Identification”. In CPFP’s 2019 submission to OMB, the single race/ethnicity field on the Contact Information webpage offered the following options to applicants, of which they could select only one option:
American Indian or Alaskan Native
Asian or Pacific Islander
Black, not of Hispanic origin
Hispanic
White, not of Hispanic origin
The CPFP is now proposing to split these into two fields and also allow people to select more than one racial identification, again, to mimic the Office of Management and Budget's 1997 Revisions to the Standards for the Classification of Federal Data on Race and Ethnicity. These fields will be considered voluntary.
The CPFP is also proposing to make the question regarding gender voluntary.
The CPFP is also proposing to delete the information referring to the Summer Curriculum Contact and, accordingly, the drop-down menu under the Type section with a look-up value named “Summer Curriculum”.
These non-substantive requests do not change the purpose or objectives of the CPFP Application System, nor change the overall burden to the public.
Summary of Changes:
The requested changes to the CPFP Fellowship Application System’s Contact Information and related Fellowship Application Portfolio webpages include:
Asking the applicant if she/he are of Hispanic or Latino ethnicity, meaning someone of Cuban, Mexican, Puerto Rican, South or Central American, or other Spanish culture or origin, regardless of race; making this question voluntary with a “Prefer Not to Respond” radio button option.
Asking the applicant to identify her/himself with all applicable racial categories: American Indian or Alaska Native; Asian; Black or African American; Native Hawaiian or Other Pacific Islander; and White; and further defining these racial categories for the applicant; making this question voluntary with a “Prefer Not to Respond” radio button option.
Adding a new radio button option “Prefer not to Respond” to the Gender field.
Adding the new Ethnicity field and the revised Race field to the Fellowship Application Portfolio webpages.
The requested changes to the CPFP Fellowship Application System’s Contact Us webpage include:
Deleting the Summer Curriculum Contact information.
Removing the “Type” drop-down menu that indicates whether the question refers to the Fellowship Program or the Summer Curriculum.
