In accordance with 5 CFR 1320.13, this information collection is approved for 6 months as an emergency clearance to meet licensees' needs during changed operations due to COVID-19. NRC will seek comment from the public on this new collection after clearance. If the NRC decides to continue use of the collection past the approved emergency clearance time period, it must resubmit an ICR to OMB under the normal PRA clearance process and include responses to any public comments it has received.

Part 55 of title 10 of the Code of Federal Regulations (10 CFR), “Operators’ Licenses,” specifies information and data to be provided by applicants and facility licensees so that the NRC may make determinations concerning the licensing and requalification of operators for nuclear reactors, as necessary to promote public health and safety. The reporting and recordkeeping requirements contained in 10 CFR part 55 are mandatory for the facility licensees and the applicants affected.
The NRC is requesting emergency review of the information collection because information regarding licensees’ compliance with the requirements of Title 10 Part 55 is essential to the mission of the agency and is needed before the expiration of the normal time limits under the Office of Management and Budget’s regulations at 5 CFR 1320 that implement the provisions of the Paperwork Reduction Act of 1995. The NRC cannot reasonably comply with the normal clearance procedures because an unanticipated event (COVID-19 PHE) has occurred, which necessitates a swift response to allow licensees to submit exemption requests in a streamlined manner.
