6. Have
you ever tried
cigarette
smoking, even one or
two puffs?
|
We request to modify the wording for this question, to remove the word “tried” as this could pick up respondents who are reporting failed attempts at using this product. This will also allow for more consistency in question wording across products. Additionally, we request to include a skip pattern. Those with missing information on ever use should not asked about age at first use/lifetime use as non-applicable (NA) response options are not available. We also request to re-order existing question 6 (2019) to question 22 (2020). The modified question and skip pattern is below. 22.

Not applicable, new question |
We request to add a new question. Many youth may use more than one cigarette brand out of convenience, so it is important to assess all brands being used by youth, in addition to the usual brand used. This question has been modified from existing question 12 (2019 survey) to assess all brands that youth report using in past 30 days. We will also include a skip pattern after this question. Respondents who only select one option to question 28 will skip to Q30. Only respondents selecting >1 option to this question will be asked to specify their usual brand during the past 30 days.

We request to modify question options by including two additional brands (Maverick and Parliament) based on review of current market share data. Also, the question universe will change here, in which only respondents who identified using >1 brand during the past 30 days will be asked to specify the brand they usually smoked. Data from 2018 indicate that the majority of youth reported a usual brand when asked this question (only 40 past 30-day users selected option A). We also request to re-order existing question 12 (2019) to question 29 (2020). The modified question is below.

Not applicable, new question |
We request to add a new question to assess all e-cigarette brands used by youth during the past 30 days. Many youth may use more than one e-cigarette brand out of convenience, so it is important to assess all brands used by youth, in addition to usual brands used. This question is modeled after existing question 40 (from 2019). However, the e-cigarette landscape is changing rapidly, resulting in re-evaluation of brands being included in this survey. As such, two brands (SMOK and Suorin) were added, and one brand (MarkTen) was removed. Finally, we will include a skip pattern after this quest. Respondents who only select one option to question 12 will skip to question 14. Only respondents selection >1 option to this question will be asked to specify their usual brand during the past 30 days.

40. During
the past 30 days, what brand of e-cigarettes did you usually
use?
|
We request to modify this question to add two brands (Suorin, SMOK), and to remove 1 brand (MarkTen) which is currently being phased out of the market. Additionally, we have added the response option, “I don’t know the brand”. This may be relevant to youth who do not know the brand of the device or the e-liquid that they currently use, and thereby reduce potential misclassifications. The question universe will change here, in which only respondents who identified using >1 brand during the past 30 days will be asked to specify the brand they usually used during this period. We also request to re-order existing question 40 (2019) to question 13 (2020). The updated question is below.

Not applicable, new question |
We request to add a new question. E-cigarettes represent a class of products with potentially varying levels of nicotine. Additionally, previous literature suggest that youth may not know whether the e-cigarettes that they use contain nicotine. This question will assess whether youth believe the e-cigarettes they have recently used contain nicotine, and can be cross-tabulated with the two previous brand questions during analysis. The new question wording is below.

Additionally, the skip instructions for this question have been modified to accommodate the reinstatement of a question to assess marijuana use in e-cigarettes that will be asked among all students. We also request to re-order existing question 42 (2019) to question 16 (2020). The modified question and skip instructions are below.

Not applicable, reinstated (modified) question
2018 (question 34): 34. Have you ever used marijuana, marijuana concentrates, marijuana waxes, THC, or hash oils in an e-cigarette? A. I have never used an electronic product B. Yes C. No |
We request to reinstate a modified version of a question from 2018, based on feedback from our sister agency review of the 2019 NYTS OMB change package (recommendation to add this topic back for 2020 NYTS cycle). This question has been modified and simplified based on recent cognitive testing activities. Youth can use e-cigarette devices to vaporize a variety of substances. As additional states continue to legalize recreational use of marijuana among adults, access to this substance among youth may increase. Thus, it is important to monitor substances used in e-cigarettes among youth.
21. Have you ever vaped marijuana or cannabis (including concentrates, waxes, or hash oils)? A. Yes B. No C. Don’t Know

We request to modify the question structure to take advantage of electronic mode of administration, and to allow for the assessment of use of individual flavored tobacco products. There are several important proposed regulatory actions having to do with flavorings in tobacco products, with different actions being proposed for different products. The proposed edits to this question will result in a more precise assessment of flavored tobacco product use compared to the existing “select all that apply” question. Respondents will only be asked about flavored use for individual product(s) they report currently using, which is likely to result in less misclassification from the former question. This question will also set the denominator for the proposed follow-up question on specific flavorings used (next question). Summary of the changes for 2020: 1. Introduce skip pattern to loop respondents through the question for each product they previously reported using in past 30 days; 2. Modify flavor examples in the question to align with the individual flavors assessed in the next question; 3. Introduce skip patterns to remove respondents who currently report using cigarettes, exclusively. Flavored question(s) do not apply to cigarettes – smokers are asked specifically about menthol cigarette use in the cigarette section. (Current cigarette smoker also uses 1+ other product are asked this question); 4. Re-order existing question 61 (2019) to question 59 (2020).

The definition of “any tobacco product” is also included to orient the respondent.
Instruct_17: The next four questions are about visits to a doctor, dentist, nurse, or other health professional. Not applicable, new question |
We request to add a new question. Exposure to e-cigarette advertising is closely associated with e-cigarette use among youth. However, in 2017 and 2018, self-reported exposure to e-cigarette advertising in traditional channels (TV, retail, internet, print) declined among youth, while at the same time, use of e-cigarettes increased. Additionally, JUUL, a prominently used e-cigarette brand among youth, was heavily promoted on social media (including imagery of product use by influencers and other peer-to-peer marketing). The company spent more than $1 million to market its product on the internet in 2015 using social media channels. Thus, it is important to gauge social media exposure to e-cigarette advertising, specifically, including posts about these products that may not be viewed as traditional advertising or promotion by youth.
106. How often do you see posts related to e-cigarettes when you go on social media (such as YouTube, Instagram, Snapchat, Twitter, or Facebook)? A. I do not go on social media B. Never C. Rarely D. Sometimes E. Most of the time F. Always

Not applicable, new question |
We request to add a new question to assess sexual orientation among youth. Existing data show a clear patterns of higher tobacco product use among adults (NHIS) and high school students (YRBS) who identify as Lesbian, Gay, or Bisexual (LGB). However, the patterns and types of tobacco products being used among youth has changed in recent years. Thus, it is important to add this question in the NYTS to elucidate potential differences in knowledge, attitudes, and behaviors associated with tobacco product use among this population subgroup.
The Youth Risk Behavior Survey (YRBS) has assessed this exact question since 2015. The Division of Adolescent and School Health (DASH) did not report any instances where a school or district chose not to participate in the YRBS because this question was included in the survey. DASH also provides opportunities for schools/districts to participate contingent on the omission of specific questions; Since this question has been included on YRBS, no schools have requested to participate with this question removed. Furthermore, item level non-response for this question has been lower than the average item non-response across the survey for participating students (ex: 2017: 94.3% of participating students answered this question, compared to an average of 88.2% for all YRBS questions).
