This report must be submitted annually by refiners, importers or oxygenate blending facilities of
reformulated gasoline and RBOB, that transferred oxygen or benzene credits. Credits may be
transferred between two facilities registered under the same company. Each report should describe the
net transfers that took place between the two facilities (or importers) during the reporting year. A
separate report must be submitted for each refinery or import facility. This report is due with fourth
quarter submissions.
