A separate RFG & Anti-Dumping Annual Benzene Report must be submitted for each gasoline refinery
(facility) and aggregated for all import activity. This report is used to demonstrate compliance as well as
credit generation, trading and usage. MSAT-2 batch reporting requirements are met through the
submission of RFG & Anti-Dumping batch reports.
Reports using this form must be submitted annually by the last day in February.
