When a licensee is unable to use the
License Verification System to perform their license verification
prior to transferring radioactive materials in quantities of
concern, a manual process is available, in which licensees submit
the NRC Form 749, “Manual License Verification Report.” The form
provides the information necessary for the license issuing agencies
to perform the verification on behalf of the licensee transferring
the radioactive materials.
There was a slight increase in
the number of forms submitted during the years 2017, 2018, and
2019, mainly due to the licensee’s preference of using the manual
verification form over the LVS. In the last clearance, the NRC
estimated an average of 456 manual license verifications per year.
The current submission estimates 587 manual verifications annually.
The information provided by licensees will ensure that only
authorized licensees obtain radioactive materials in authorized
amounts. The collection will allow the NRC or Agreement State to
confirm that (1) a license is valid and accurate, (2) a licensee is
authorized to acquire quantities and types of radioactive
materials, and (3) that the licensee is authorized to receive
radioactive material at the location requested for delivery. This
also adds 5,520 responses from the online License Verification
system. Previously these responses were not included in this
clearance. The burden hours in the previous renewal were improperly
calculated and should have been 59 hours and not 456 hours. The
actual change in burden is an increase of 386 hours due to the
increased number of annual verification requests..
