The Building Evidence on Employment Strategies (BEES) study will include separate studies of up to 21 programs (or “sites”) aimed at improving employment outcomes and economic security for low-income individuals and families. Recruitment for these sites is currently underway and sites will join BEES on a rolling basis. OMB approved data collection instruments for this project on November 8, 2019. As described in the original information collection request package, as sites are enrolled, information collection documents may need to be tailored for specific sites. The approved OMB package (OMB #0970-0537) included drafts of certain data collection instruments – referred to as the “Phase II instruments” – with the understanding that updated versions of these instruments would be submitted at a later date once we had recruited sites and identified domains of the programs being evaluated. The current request is to seek approval for 1) the Phase II instruments, and 2) edits to already-approved (Phase I) instruments.

This request is formalizing the respondent burden estimate for Phase II instruments (resulting in a net burden increase from the last approval). Additionally, the burden estimate for "Program managers, staff, and partner interview guide - SUD Programs" (Attachment G) was erroneously doubled in ROCIS in the last submission. As such, ACF has reduced the burden estimate for this IC from 30 to 15 hours to reflect the actual burden request as stated in Supporting Statement A.
