Purpose

The U.S. Census Bureau offers a once-per-decade opportunity for regional planning agencies (RPAs), councils of governments (COGs), and tribal, state, county, and local governments (including the District of Columbia and Puerto Rico) to review and update selected statistical areas planned for the 2020 Census data tabulation. Attached for your approval are two of the 2020 Census Participant Statistical Areas Program (PSAP) materials the Census Bureau will send to the participants during the invitation phase of the program.

This non-substantive change request is to update the 2020 PSAP invitation phase materials from the currently approved collection.

Background

The current PSAP OMB collection was approved on 02/05/2018 for three years with an expiration date of 02/28/2021. This non-substantive change is a request to submit revised copies of two letters that will be used in the 2020 PSAP invitation phase. The Census Bureau has made some additional changes to the 2020 PSAP invitation letter to remove a sentence from the invitation letters that is not necessary for inclusion in the invitation and references a Federal Register notice that does not exist.

There are no substantive changes to the program resulting from this change.

Burden

The burden of the PSAP is unchanged by this update.
