This request is for non-substantive
changes to the Head Start Grant Application. These are COVID-19
related changes. Sections 641, 642, 643, and 644 of the Head Start
Act prescribes requirements Head Start program applicants must meet
and the services applicants must provide in order to be eligible to
receive funding under the Head Start Act. Applicants are required
to demonstrate that they are meeting Head Start requirements when
submitting applications for continued funding. The Office of Head
Start is requesting an extension, with changes, of the Head Start
Grant Application information collection which grantees use to
provide information that is requested from all Head Start and Early
Head Start grantees applying for their funding. Public Law 110-134,
Improving Head Start for School Readiness Act of 2007, reauthorized
the Head Start program and Congress called for a review and
revision of the Head Start Program Performance Standards (HSPPS).
The Administration for Children and Families published a Final Rule
on Sept. 1, 2016 revising the HSPPS. Changes to this information
collection are minor and consist of updated fields and guidance in
the Head Start Enterprise System to accommodate submission of
documentation that resulted from changes to the HSPPS.

the collection of information encompassed by this request complies
with 5 CFR 1320.9 and the related provisions of 5 CFR
1320.8(b)(3).
