me, so BTS does not need to see the package again.  I wish you the best of luck with OMB and hope

Thank you for your review and comments. The attached revised surveys and Supporting Statement
Parts A and B incorporate the resulting changes.
 
PRA Package:
Please attach the Runway to Recovery document with your package to OMB as an attachment.  We
will attach Runway to Recovery as you recommend.
 
Part A:
Item 2 – Please define ICAO and explain why it is relevant. We’ve spelled out the acronym in text.
ICAO relevance explained in new footnote 4.
 
Item 2 – Define Part 139 and 121 airports by explaining what types of airports they are. Definitions
added in new notes 2 and 3.
 
Item 12 – The position title is “Airport Transport Operator” which I think is erroneous.  We’ve
changed the title to Airport Director. Note 5 now states that the wage for this position is based

on Occupation 53-2000 (Airport Transport Operator).
 
Also the airline cost is in there at $7440 and at $10,044. Please clarify the burden cost for the
airlines.  Airline cost is corrected. Because of a small change in the number of airlines to be
surveyed, the cost is now $6,324.
 
Part B:
Item 2 – “For the Part 139 airports, we will break down the data by hub type and FAA region.”
 Please describe what a hub type is, why this matters, and how you will adjust if you do not have
sufficient response from a particular hub type or FAA region. We’ve added new note 1 to explain
what hub type is and how we’ll use both hub type and FAA region data.
 
Why have you selected an 85% confidence level?  Please justify the lower than typical selection. As
we discussed, I’ve change this to 90% confidence level. Under Degree of Accuracy Needed, I’ve
explained why obtaining a higher response rate required for a greater confidence might be
difficult and that we’ll re-evaluate our methods to increase response rate if necessary.
 
Item 3 – One question I have is how you know who to contact at each airport/airline.  Please
describe your contact lists. We’ve described our contact lists in greater detail in bullet 3.
 
Questionnaires:
I will pass your recommendation about a list of states with mask mandates on to the analysts
who will be reviewing the data. Thank you!
 
Airline Questionnaire:
Q4 – how does one “reinforce the expectation”?  I do not understand what this question is asking or
what information you are expecting to get. We’ve changed this to “communicating the
expectation” to clarify.
 
Q5 – You should decide if you are asking this question or not before the package goes to OMB.  This
question will be included. We’ve removed the comment about this being a “potential” question.
 
Q6 – consider adding an example e.g. passenger showing a driver’s license to a TSA agent.
Parenthetical added.
 
Please add introductory and thank you text similar to the airport survey to the airline survey. We’ve
added this text.
 
Consider adding the headings like in the airport survey to the airline survey as it makes the
transitions between topics easier to understand. We’ve added headings.
 
Airport Questionnaire:
Consider splitting Q1 into A,B,C for each of the items you are asking about.  Due to concerns about
the length of our questionnaire, we’ve kept this as a consolidated question. However, if survey
results suggest this question is problematic, we will change it.

Q4 – what is “respiratory etiquette”?  We’ve removed this phrase to avoid confusion.
