A Message from the Director, U.S. Census Bureau:
We are requesting your participation in the Survey of Construction. The information requested
is detail level data on construction progress and characteristics of new residential housing. One
or more of your new residential construction projects has been selected to participate in our
survey. A U.S. Census Bureau field representative will be contacting or visiting you soon to
explain more about the survey and collect the information.
The Survey of Construction produces a variety of statistics on new residential construction and
is partially funded by the Department of Housing and Urban Development (HUD). The survey
produces key estimates, such as starts and completions of new single- and multifamily units and
sales of new single-family houses. Government and private entities use these statistics to
monitor and evaluate the large and dynamic housing construction industry and to make vital
economic decisions.
We estimate this survey will take an average of 5 minutes to complete. Additional information
about the authority, confidentiality, and burden of this data collection can be found on the back
of this letter.

Authority and Confidentiality
Title 13, United States Code, Sections 131 and 182, authorizes the U.S. Census Bureau to conduct
this collection and to request your voluntary assistance. The Census Bureau is required by Section 9
of the same law to keep your information confidential and use your responses only to produce
statistics. The Census Bureau is not permitted to publicly release your responses in a way that
could identify your business, organization, or institution. Per the Federal Cybersecurity
Enhancement Act of 2015, your data are protected from cybersecurity risks through screening of
the systems that transmit your data.

We estimate that it will take from 3 to 7 minutes to complete an interview for each building, with 5
