Annual selection lists are produced for the 13 Non-Catch Share (NCS) fisheries covered by WCGOP
observers.

1. OR Blue/Black Rockfish Jan-DEC 2020
CRITERIA APPLIED:
a) Selection is by permit for 2 month period
b) All Permits selected (45 permits for 2018 & 44 permits in 2019, 2020)
c) Vessel has a Black/Blue Rockfish Permit
d) Vessel used fixed gear to land the rockfish
e) Permit is currently assigned to a vessel or fisher
f) Vessel > 17 ft (One vessel less than 17 ft selected)
2. OR Blue/Black Nearshore Jan-DEC 2020
CRITERIA APPLIED:
a) Selection is by permit.
b) All Permits selected (67 permits in 2020)
c) Started selecting 100% of permits in 2014
d) Vessel has a Black/Blue Rockfish Permit with a Nearshore Endorsement
e) Vessel used fixed gear to land the rockfish
f) Permit is currently assigned to a vessel or fisher
g) Vessel > 17 ft.
3. CA_Nearshore- Jan-DEC 2020
CRITERIA APPLIED:
a) Valid permit with one or more of these endorsements.

▪ Nearshore Fishery Permit, North Coast;
▪ Nearshore Fishery Permit, S. Central Coast;

4. West Coast Open Access – Fixed Gear – Cycle 14 (Jan-DEC 2020)
CRITERIA APPLIED:
a) Landings from CA, OR, WA
b) Pool 1: At least 2000lbs combined landings in 2018 and 2019 of Lingcod, Flatfish, Spiny
Dogfish, Sablefish, Non- Nearshore Rockfish or Misc Landings (Whiting, Pacific Cod,
Longnose Skate). This pool of landings has a sablefish landings but may also have a
nearshore permit.
c) Pool 2: At least 2000lbs combined landings in 2018 and 2019 of Lingcod, Flatfish, Spiny
Dogfish, Non-Nearshore Rockfish or Misc Landings (Whiting, Pacific Cod, Longnose
Skate). This pool of vessels does not have sablefish landings and does not have a
nearshore permit.
d) Both pools are combined. If a vessel has landings in multiple ports the vessel is selected
based on the port group with the most landings.
e) Landings with fixed gear LE Permits excluded.
f) Does not include tribal landings.
g) Vessel > 17ft
5. CA_Halibut –FINAL (Cycle 22 - 1/1/2020 to 6/30/2020)
CA_Halibut –FINAL (Cycle 23 – 7/1/2020 to 12/31/2020)
CRITERIA APPLIED:
a) All vessels selected with valid CA Halibut Trawl Permit
b) Vessel used any trawl gear to land the CA Halibut
c) Vessel > 17 ft.
d) Starting in 2015, cycle was reduced to 6 months
6. CA Pink Shrimp -APR-OCT 2020
CRITERIA APPLIED:
a) California Pink Shrimp permit (24 permits selected in 2019)
b) Pink Shrimp landed in CA or OR
c) Landings from 2018 or 2019
d) Vessel >17 ft
7. OR Pink Shrimp -APR-OCT 2020
CRITERIA APPLIED:
a) Oregon Pink Shrimp permit
b) Pink Shrimp landed in CA, OR, WA
c) Landings from 2018 or 2019
d) Vessel >17 ft.
8. WA Pink Shrimp -APR-OCT 2020
CRITERIA APPLIED:
a) Washington Pink Shrimp permit
b) Pink Shrimp landed in WA or OR
c) Landings from 2018 or 2019
d) Vessel > 17 ft.
9. CA Ridgeback Prawn- 1/1/2020 to 12/31/2020
CRITERIA APPLIED:
a) 2018-2020 selection followed same protocol
b) Selected all active permits by port group and randomly assigned to a one month period
from 01/01/2019 to 05/31/2019 & 10/01/2019 to 12/31/2019.
c) Active permits defined as permits with Landings greater than 1 lb
10. CA Cucumber Trawl- 1/1/2020 to 12/31/2020
CRITERIA APPLIED:
a) Season - 2020: Open year round in federal waters. Closure from 03/15/2020 06/15/2020 in state CA halibut grounds.
b) Observer sampling plan - Observe all permits (14 permits) for one randomly selected 2month period starting with Jan/Feb ending Nov/Dec.
c) All permits selected (14 Permits IN 2020). If a vessel was not associated with the permit.
The previous year's landings were used to determine the primary port group.
d) All vessels selected with valid permit.
e) Vessel > 17 ft.
11. LE 0 Tier-FINAL - Cycle 15- (Jan-DEC 2020)
CRITERIA APPLIED:
a) Longline, Trawl or Trap endorsement without a Sablefish endorsement –TIER1, TIER2 or
TIER3
b) All vessels selected with valid permit.
c) All permits selected (61 Permits IN 2019). If a vessel was not associated with the permit,
the previous year's landings were used to determine the primary port group.
d) Vessel > 17ft
e) Selected for 2 month period
12. LE Sable Fixed Gear (APR-OCT 2020)
CRITERIA APPLIED:
a) Selection by permit
b) Permit Holder contact information is used for Vessel Selection
c) Permit must have a Sablefish Tier greater than 0
d) Gear used must be Longline/Trap
e) 40% of permits selected from each port group. (64 of 164 permits selected)
f) Port Groups: MB & SB were not selected in random generation.
13. IPHC Directed 2A Commercial halibut - June-Sept 2020
CRITERIA APPLIED:
a) Permit is the same as the Vessel Number.
b) Permit Holder contact information is used for Vessel Selection
c) Only selected vessels with landings >=1 lb from 2019 & 2020
d) Only vessels fishing in WA, OR, CA were selected.
e) AK vessels were excluded.
f) 40% of permits with landings selected from each port group.
