The Emergency Assistance to Non-Public Schools program is a reservation of funds under the CRRSA Act to provide services or assistance to non-public schools. Under the EANS program, we will award grants by formula to each Governor with an approved Certification and Agreement to provide services or assistance to eligible non-public schools to address the impact that the Coronavirus Disease 2019 (COVID-19) has had, and continues to have, on non-public school students and teachers in the State. The CRRSA Act requires that State's collect applications from non-public schools in order to award these funds. This request is being made to allow the distribution of an example application States can use to collect the needed information from eligible non-public schools. States are not required to use this application and may create their own.
The Department of Education (Department) requests that the following collection of information, the example application for the Emergency Assistance to Non Public Schools (EANS) Program under section 312(d) of the Coronavirus Response and Relief Supplemental Appropriations Act, 2021 (CRRSA Act), Pub. L. 116-260, be processed in accordance with section 1320.13 emergency processing of the PRA. Section 312(d)(3) of the CRRSA Act requires that any State educational agency receiving funds to provide services or assistance to non-public schools shall make an application for those services available to non-public schools no later than 30 days after the receipt of such funds. The Department announced the availability of the EANS funds on January 8, 2021 and will be awarding funds no later than 15 days after receipt of a Governor’s application; thus reason for this emergency processing by Jan 14, 2021.
