Summary

HIV Self-testing services (at home test) are becoming more widely used. There is a need for NPIN to capture which organizations are offering those services. The Nonmaterial/non-substantive change proposed will add one question to the NPIN questionnaires and online form (https://npin.cdc.gov/organization/submit) for NPIN organizations.

Background and Justification

The National Prevention Information Network (NPIN) is a service of the CDC National Center for HIV/AIDS, Viral Hepatitis, STD, and TB Prevention (NCHHSTP). NPIN is a program of NCHHSTP that supports NCHHSTP’s efforts to prevent and control human immunodeficiency virus (HIV) infection, viral hepatitis, sexually transmitted diseases (STDs), and tuberculosis (TB), which continue to present major public health challenges to the United States.

NPIN collects information from and about organizations that provide services related to HIV/AIDS, viral hepatitis, STDs, and TB at the local, state, and national level. The intended use of the resulting data is to support a resource for referrals, and to facilitate partnerships and coordination among program dealing with HIV/AIDS, viral hepatitis, STDs, and TB.

To support expanded HIV testing options local health departments, community-based organizations and other non-profit organizations are distributing self-testing to those unable to get tested in person in addition to the in-person services captured by NPIN. HIV self-testing allows people to take an HIV test and find out their result in their own home or other private location.


We are planning on capturing the self-testing service by adding the question:

Capturing the information will strengthen the utility of NPIN by helping users find detailed information about the services they need. By adding the question with check boxes respondents may (1) more likely to report the service, and (2) find it faster to check the box.



Effect of Proposed Changes on Currently Approved Instruments

The effect on currently approved instruments will be minimal as only one question will be added to the existing list of Testing Services.
