The U .S. Small Business Administration (SBA) is required by statute to administer the Certification of Competency (COC) Program to determine whether a given small business concern possesses the responsibility to perform a Government procurement (or sale) contract. The COC Program is applicable to all Government procurement actions and provides a means for small business concerns to seek review of an adverse responsibility determination by a contracting agency.
