We request your participation with the 2019 Annual Survey of State Government Finances,
Finances of Insurance Trust Systems. This survey provides measures of revenue by source,
expenditures by character and function, indebtedness by term, and cash and investments by
purpose for the 50 state governments in the United States. It is the only comprehensive
source of information on the finances of all state governments in the United States. The
information collected serves as an integral part of the foundation for developing national
economic and public policy by measuring public activity.
Please complete the enclosed questionnaire and return it to the Census Bureau in the
envelope provided.
We estimate this survey will take an average of 1 hour to complete. Information about the
authority, confidentiality, and burden of this data collection can be found on the back of
this letter.

We request your participation with the 2019 Annual Survey of State Government Finances. This survey
provides measures of revenue by source, expenditures by character and function, indebtedness by term,
and cash and investments by purpose for the 50 state governments in the United States. It is the only
comprehensive source of information on the finances of all state governments in the United States. The
information collected serves as an integral part of the foundation for developing national economic and
public policy by measuring public activity. The statistics are used by the Census of Economic Analysis in
that agency’s mission to develop the National Income and Product Accounts – Gross Domestic Product
(GDP), national income, and the like and other Federal agencies, states, and policy makers to develop a
variety of important economic measures.
As in previous years, please provide copies of the report(s) specified below for your government’s fiscal
year that ended June 30, 2020.
