The National Emission Standards for
Hazardous Air Pollutants (NESHAP) for Shipbuilding and Ship Repair
Facilities - Surface Coating applies to owners or operators of
shipbuilding and ship repair facilities with primer and top -coat
applications in manufacturing processes and in ship repair
processes. Owners or operators of shipbuilding and ship repair
facilities are required to report startup, initial performance
test, and retest information. Facilities will also periodically
report emission exceedances, changes to equipment, and comply with
other requirements of the NESHAP. This information is being
collected to assure compliance with 40 CFR Part 63, Subpart
II.
There is no change in burden on
the respondents from the most-recently approved ICR as currently
identified in the OMB Inventory of Approved Burdens. This is due to
two considerations: 1) the regulations have not changed over the
past three years and are not anticipated to change over the next
three years; and 2) the growth rate for this industry is very low
or non-existent, so there is no significant change in the overall
burden. Since there are no changes in the regulatory requirements
and there is no significant industry growth, there are also no
changes in the capital/startup or operation and maintenance
(O&M) costs. There is a decrease in the reported hour burden
due to a correction. The previous ICR incorrectly included burden
for federal facilities, which has been removed in this
request.
