Small Business Administration will collect the information from small businesses and non-profits organizations that are eligible to apply for the Restaurant Revitalization Fund Grant Program as authorized by section 324 of the Economic Aid to Hard-Hit Small Businesses, Nonprofits, and Venues Act (Pub L. 116-260). SBA will use this information to make a threshold eligibility determination for the grant.
April 2, 2021 Susan Minson OMB Desk Officer Office of Management and Budget Dear Ms. Minson, Pursuant to the Office of Management and Budget (OMB) procedures in 5 CFR Part 1320, SBA requests emergency review of a new collection of information that is required to implement the Restaurant Revitalization Fund Grants (RRFG). SBA also requests a waiver from the requirement to publish the 60-day and 30-day public comment notices in the Federal Register. The RRFG Program was recently authorized by the American Rescue Plan Act of 2021, an Act to provide for reconciliation pursuant to Pub.L.117-7, Title V, Sec. 5003 (March 11, 2021), to provide direct funds of up to $10,000,000 limited to $5,000,000 per physical location to restaurants, food stands, food trucks, food carts, caterers, saloons, inns, taverns, bars, lounges, brewpubs, tasting rooms, taprooms, licensed facilities or premises of beverage alcohol producers where the public may taste, sample, or purchase products, or other similar places of business in which the public or patrons assemble for the primary purpose of being served food or drink subject to the statutory eligibility requirements and the availability of funds. Given the current urgent need and to help mitigate harm to the affected small businesses, SBA requests approval of this new information collection by April 5, 202. If this request for emergency processing is approved, SBA will subsequently take the necessary steps to comply with the notice requirements.
