SBA will collect the information from
small businesses and non-profits organizations that are eligible to
apply for the Shuttered Venue Operator Grant program as authorized
by section 324 of the Economic Aid to Hard-Hit Small Businesses,
Nonprofits, and Venues Act (Pub. L. 116-260). SBA will use this
information collection to make a threshold eligibility
determination for the grant.

Pursuant to the Office of Management and Budget (OMB) procedures in
5 CFR Part 1320, SBA requests emergency review of substantive
revisions to the collection of information for the Shuttered Venue
Operators Grant Program (SVOG), OMB Control Number 3245-0420. This
information collection is currently approved under emergency
procedures until September 30, 2021. This request for emergency
processing includes a request for waiver of the requirement to
publish the 60-day and 30-day public comment notices in the Federal
Register. The revisions to the SVOG information collection are
necessary to incorporate systems requirements in the electronic
application portal established by SBA for the program, revise the
information collection for accuracy and completeness, and implement
amendments to the program under the American Rescue Plan Act (P.L.
117-2), enacted on March 11, 2021. The SVOG program was originally
authorized under the Economic Aid to Hard-Hit Small Businesses,
Nonprofits, and Venues Act (P.L. 116-260), enacted on December 27,
2020, to provide grants up to $10 million to operators of shuttered
venues subject to the statutory eligibility requirements and the
availability of funds. Given the current urgent need and to help
mitigate the harm to the affected small businesses from the
COVID-19 pandemic, SBA cannot comply with the standard review and
approval procedures. Accordingly, SBA is requesting that OMB review
and approve the revised information collection under the emergency
procedures set forth in 5 CFR 1320.13. If this request for
emergency processing is approved, SBA will subsequently take the
necessary steps to comply with the notice requirements. SBA
appreciates your prompt attention to this matter and looks forward
