SUBJECT: Request for Emergency Approval for a New Information
Collection Package— Pandemic Live Indemnity Program (PLIP)
The request is for OMB review and emergency approval of a collection of
information necessary to implement the PLIP assistance because we could
not comply with normal clearance under the Paperwork Reduction Act, and
it is also essential to the mission of USDA to provide financial assistance as
quickly as possible. USDA has directed FSA to implement additional PLIP
provisions due to the feedback from local staff and the agricultural industry.
These changes will provide PLIP assistance to livestock producers that
suffered COVID related animal losses, to provide reimbursement for
depopulation and disposal to ensure equitable producer treatment and to
clarify certain provisions appearing in PLIP. FSA is implementing PLIP, as
authorized by the Consolidated Appropriations Act, 2021 (CAA).
The Notice of Fund Availability will be published in the Federal Register to
provide guidance and notify applicants of the sign-up period. Up to 1270
producers are expected to apply for payments under the PLIP provisions.
FSA needs to collect the information from applicants by completing the
form FSA-620, PLIP Application for reimbursement of depopulation and
disposal for eligible livestock to provide equitable producer treatment.
Producers are also required do have the following forms on file with FSA:
CCC-941, Average Adjusted Gross Income (AGI) Certification and
Consent to Disclosure of Tax Information; AD-1026, Highly Erodible Land
Conservation (HELC) and Wetland Conservation Certification for PLIP
payments.
We are requesting emergency approval of a new information collection
package, in order to quickly provide additional assistance to livestock
producers and to complete PLIP.
