The Defense Manufacturing Community Support Program, authorized under Section 846 of the Fiscal Year 2019 National Defense Authorization Act (PL 115-232), is designed to undertake long-term investments in critical skills, facilities, research and development, and small business support in order to strengthen the national security innovation and manufacturing base. The program also seeks to ensure complementarity of those communities so designated with existing Defense Manufacturing Institutes. Defense Manufacturing Institutes are manufacturing ecosystems established since 2014, with common manufacturing and design challenges revolving around specific technologies. This information collection supports the awarding of grants under the Defense Manufacturing Community Support Program, including the initial Grant Proposal, final Grant Application, and Post-Award Performance Reporting.
Emergency approval for the Defense Manufacturing Support Communities Program information collection is requested due to the short amount of time to collect information for proposal evaluation, grant application and grant award prior to the end of FY21. Funding allotted ($25M) is FY21 O&M appropriations that expire on 30 September 2021. We did not receive funding until the FY21 Omnibus Appropriations Bill was signed into law on 27 December 2021 (Public Law 116-260) delaying development of the program construct and obtaining USD(A&S) approval.
